This is not Buds call Marc. Manufacturers select a certain amount of firearm packages to be sold to QP/First Responders only. This is even reflected in the manufacturers UPC code. In this case, Buds is just the sales vessel for the Factory that sets this requirement.

Most manufacturers offer folks in L.E a discounted price on their items, so the price is only for those "qualified" and require a proof of affiliation/employment to purchase.
