As it is used, it may not be considered "factory packaging". You are also welcome to have them send me your unused hi-caps! :) Note that the link mentions "We will not modify a firearm from its manufactured packaging in order to make it compliant with your state laws. We will also not ship firearms to a third party to be modified or changed in any way from manufactured specifications. The firearm you purchase must be compliant AS IS from the manufacturer before we will ship." Still might not hurt to ask.... nothing to lose.
Unfortunately, to add to what skyler said, even if the shipped without the mags, they still wouldn't be able to ship it to CA if the used CZ'syou are referring to are the surplus ones. The models of CZ's that are on California's handgun roster are for ones made by CZ-USA. These surplus pistols technically are not on the CA-DOJ handgun roster. Hope that helps.
