Hi David. You will need to take ownership of the firearm first, then you can have it modified by whomever and the way you want. Buds will only ship the firearm to a local FFL in your state of residence for transfer/ownership. Until this is done, the firearm is not owned by anyone and will not be sent to a 2nd party before hand. The BATF is very strict about this in the sale and movement of firearms regarding this process. If I am misinterpreting your intent, I apologize before hand.
Hi David, Yes you can as long as it's shipping to an FFL after you take ownership of it.

You will have to take possession of the gun 1st then ship it to the gunsmith I would speak with your local ffl holder a lot of the time they can ship it at a lower cost than you can, Then the gunsmith can ship it back to you. The gunsmith should not have to transfer it through a FFL as you are still the owner of said firearm
