Quality will be comparable among these pistols. The Specialist was designed with input from Law Enforcement special teams. the Valor has a durable scratch resistant bonded Duty Finish. My personal choice would be the Specialist in Stainless.
This is subjective. To some, for example, Model 1 is better than Model 2. But some think Model 2 is better than model 1. Others will say Model 3 is the worst. It all comes down to what you're looking for in a firearm. What type of features you want. When it comes to finish, I prefer duty finish. I love stainless, but for a DW I would go with duty finish. Again, that's subjective. I own stainless handguns, so I'm not prejudice to other finishes. It's kinds like women, some like women with curly hair while others like women with straight hair. It's subjective.

The Valor is the "flagship" of their lineup, and Dan Wesson claims every piece is hand fit or blended on these models. Duty treat is a baked on finish that is incredibly durable. If you're going to carry it, go for the duty treat as it protects against scratches/corrosion much better than stainless.
