This rifle is in bud's California approved category. Should be good to go.

Yes, the Ranch models of the Mini-14 rifles are legal in Cali. The Tactical models are not. Here's the specifics...
"As long as you choose a Mini-14 with no flash suppressor / flash hider (but a muzzle break is legal in Calif.) and as long as it has mags that are 10RD or less, it is legal in California."
