Yes it will shoot 22 birdshot. No it is not a good solution. They are underpowered for gophers. A .410 pistol or shotgun with #6 birdshot would work. https://www.budsgunshop.com/catalog/product_info.php/products_id/39886/Bond+Arms+BASSIV45410+Snakeslayer+IV+2RD+410ga45LC+4.25%22
If your gophers are like mine at about 6-8 inches and weighing in about a half a pound: I have shot and killed rabbits and gophers with 22 birdshot from a 5.5" barrel single action revolver from the porch at 15 feet. With 22 birdshot you may just 'wing' the gopher and that would be considered unethical even for vermin by many modern gun hobbyists. Another alternative, I would speculate, would be a 38 caliber shot shell effective up to 20 feet and maybe more on a little gopher. Now if your gophers are really groundhogs, that is another story.
