Hi Mike, there are so many different opinions that I would ask your local Sheriff or Police Chief as they are who would enforce your local laws and their interpretation of the legality of this is what will count most.

Its tough to figure out if you can or not because the shockwave is not a shotgun or a handgun I would contact the local Sheriffs or state police office and see if they can help answer this question
