Hi Jack, Yes it is. The Small steel frame with Black Rubber grip has a Blued finish.

The finish is "Blued" Jack. I have carried this exact model as a backup gun for 2 plus years with constant holstering/upholstering and it has an still is holding up very well finish wise.
