SDN = Secretaria de la Defensa Nacional - the Mexican Dept of Defense. It was probably an over run or a cancelled contract that was never shipped. Lot's of these have been popping up. It is nothing to worry about it was made by CZ (not in Mexico) and may have some collectors value eventually.

Secretaria de la Defensa Nacional Mexico Distrito Federal I have seen it stated online in various forums that this would indicate it was intended for the Mexican Federal Police, of the Federal District (Mexico City). There have been various CZ's and S&W's sold in the US over the years that appear to be from cancelled contracts.
