Hi David, I'd say the Alexander Arms .17 HMR Rifle - https://www.budsgunshop.com/catalog/product_info.php/products_id/716007641/Alexander+Arms+R-17-ST+10%2B1+17HMR+18
Best for What? for me I would say the "best is the CZ 455 thumbhole https://www.budsgunshop.com/catalog/product_info.php/cPath/2084_2108/products_id/415003405/CZ+455+THUMBHOLE+17HMR+20.5+BROWN+LAMINATE+5RD but best for you may be totally different
Steve P I bet the CZ will out shoot the Alexander (accuracy) but the Alexander beats it in rate of fire and the henry may beat them both in "Smiles" per round
In stock, I'd go with either the Henry or the Anschutz Links to both - https://www.budsgunshop.com/catalog/product_info.php/products_id/96664/Henry+H004VD3+Golden+Boy+Deluxe+Engraved+3rd+Edition+17+HMR+Lever+17+Hornady+Ma ----------------https://www.budsgunshop.com/catalog/product_info.php/products_id/54904/Anschutz+4+%2B+1+17HMR+w%2F23+Heavy+Blued+Barrel+%26+Classic+Waln
The CZ is nice too. I agree Randy the Henrys are hard to beat.
I own this one the Browning it shoots pretty good too -. https://www.budsgunshop.com/catalog/product_info.php/products_id/45325/Browning+T-BLT+17HMR+TAR%2FVarmintSUPRDY+GRYLAM+
like I said it depends on what you want it to do and what makes you HAPPY THAT IS THE BEST
David, I don't know if you mean accuracy wise or rate of fire wise. I have a Savage 93 FVSS that I bought at Walmart several years ago and it is a "Tack Driver". I'm talking 1/2 MOA with CCI ammunition. The best does not always have to be the "more expensive" rifle. This was $179 out the door then.
