It will depend on what you want it for the Henry will be the most fun but may be the least accurate. the savage is a good all around gun. the T bolt is most likely the most accurate of these I suggest that you look at the CZ 455 series of guns
The best combination of cost, function and accuracy will be the Savage semi-automatic action HMR 17 varmit rifle David. If cost is taken out of the equation then the CZ 455 series of guns is it. I own a Savage in 17HMR and will not hesitate to put it up against any 17HMR brand/rifle out there. It is a "Tack Driver".
I would recomend looking into "Alexander Arms" they make a 17 hmr on an Ar platform. If your looking for the best all around that I would say is the Winner!! Of the 3 you have listed the Savage is quite the gun. They have built their new auto from the ground up specific for the 17 hmr. Not just a juiced 22 lr. Hope this helped good luck
