Mark, the "front/Rear" Sights are fixed. (2). Receiver is Drilled & Tapped. (3).(http://shopruger.com/Mark-IV-Mark-III-22_45-Picatinny-Rail/productinfo/90623/) (4). Not a bull but a "Tapered barrel.
