Hi Robert, most muzzle loaders do not require an FFL. The ones that can be easily converted to fire "Centerfire" Cartridges require an FFL. A quick and easy way to tell at Buds is to add it to your cart and select "Check Out". It will either come up with your home address or an FFL.

It appears that it does. The product page has the "locate a dealer" button and it asks you to select an ffl at checkout, as opposed to the tc online. It may be worthwhile to call buds cs to confirm. Best of luck!
