Hi Angela, you are correct, this should have been a 5rd Magazine. At the front of the magazine tube should be unscrewed and check to see if there is a wooden or plastic dowel pin plug/limiter. If so, it can be be removed to unrestrict the tubular magazine. If this is not the issue please contact Buds for a resolution at LiveChat (available from 9AM to 9PM 7 days a week), the "Blue Chat Now" bottom at the bottom right of the page at 9 CST this morning, or phoning at (859) 368-0371 (available 9AM to 9PM EST Monday through Friday).
Have you tried taking the cap off of the magazine tube to see if there is a plug/rod inside to reduce capacity? It is quite common for guns to come with this as many states limit hunting shotguns to 3rds. Just unscrew the round cap at the front carefully... It may be under spring pressure.
