The 9mm is easier and less expensive to shoot which is a big consideration when departments are planning their budgets. I shoot more 40S&W but that is because I hate reloading 9mm ammo. The 9mm has less recoil the 40 has a more snappy recoil

This is strictly a LE perception created by all the LE trade ins and low prices. I don't mind as you can find LE trade ins at a steal so the more the merrier for me. Perception is a powerful thing, even when unfounded.
