You can Roberto. Lowers aren't consider firearms. You need to build it compliant to current CA laws.

Hey Roberto. Well yes this is legal and must be built to California specifications! This part of the firearm is the actual "GUN" this will need to be sent to your FFL and fees and back round will be had!! Again this is the "GUN" and you will need to put on all parts in which make this truly a "Legal Firearm" you are buying the "GUN" when you purchase a lower receiver stripped and or complete. This little chunk of metal is what the ATF calls the "GUN". Hope this helped best of luck
