The Ruger 3810 Security 9 comes with a 15 round magazine while the Ruger 3811 Security 9 comes with a 10 round magazine. Are both size magazines interchangable with both pistols?

Yes David, the magazines are interchangeable.  The 10rd mag and 15rd mag are the same physical size. The 10 rd is just internally blocked to only hold 10rd's for restricted states.
