As strange as DC gun laws are I suggest contacting a local FFL and asking to be sure
This rifle is not legal in Washington DC Randy. DC has a very general interpretation on "Muzzle Devices" that pretty much kills any muzzle attachments. You can ask the DC Police Chief here : https://dcforms.dc.gov/webform/metropolitan-police-department-ask-chief
