Not from Buds. Federal law requires you to be 21years old for handguns or pistols. This CIA would be considered a pistol making it illegal. There is loop holes, but not from Buds. Sorry

Nope, this is technically a handgun, so no FFL could transfer it to you. If you find someone willing to privately sell you one however, you are good to go.

Join the USMC. By the time you are legal you will have a career , unlimited ladies and purpose. Ooorah!!! Do it now...move!!!!!
