Hi Wayne, it's the manufacturers that earmark a batch of firearms to be sold as QP/LE Only and are marked this way from the factory. In order for Buds or any retailer to remain eligible to receive these, they must comply with the manufacturer's LE only program. I agree that if it is legal for me to own, I should be able to purchase regardless of label.
