Hi Larry, I don't know FN's reasoning on this but it comes with (2) different capacity magazines One 12 rd. & One 17 rd.

Hey Larry, No telling what FN's reasoning for only 2 mags with this one. But, it comes with 2 mags, one 12 rd and 1 17 round mag. hope that helps!
