.357 mag revolvers can shoot .38 specials but not the other way around. Thy 357 mag ammo is longer than the 38 special wont fit .38 special cylinders. But the smaller .38 special round will fit in the longer 357 chamber.

Looks like this gun has an 357 Mag cylinder and a 9mm cylinder. Yes the 38 Spec can be fired in the 357 Mag cylinder and it is cheaper. But using 9mm ammo and the 9mm cylinder would be even less expensive.
