It says in the description that this specific cartridge made by Tula is steel case but NOT steel core, intact it says it's Lead core. I thought all Tula is steel core and case, is this a mistake?

No Bailey, most Tula is lead core and "Steel Cased" ammunition with a Bi-Metal jacket that will attract a magnet. This is what many mistake as a "Steel Core" which the majority of Tula is not. A Tula lead core - bi-metal jacket bullet will attract a magnet.
