Not normal in my opinion William. My FFL only open firearms with the perspective owner present. The inspection is up to you but some FF:'s may feel obligated. Different strokes for different folks I guess. If you trust your FFL then I would not worry about it.
I would say that all shops do somethin different My FFL opens the box and looks at the S/N and then when I get there we take it out and inspect it at the same time

I recently had one shipped to a ffl dealer and he gave it to me to assemble and inspect. guess it depends who you are dealing with

Typically the gun shop attendant will ask you if you want to accept the transfer after YOU inspect the firearm.
