No Keven. You should start out with a 357Magnum handgun which will always allow you to shoot both 357 and 38. A 38 cannot be safely modified to shoot 357Magnum rounds.
No and NO the 357 is a HIGH pressure round and the case was made longer to prevent it from being used in the lower pressure 38 special guns and revolver barrels are fixed to the frame and would require extensive gunsmithing to change

sorry but no the round is longer so it isn't just changing the barrel
