Yes Stephen, a transfer fee is charged which is more or less a "Paper Work" fee for the firearm purchase.

Yes there is a transfer fee. I was just recommend if you're at a buds store just order it and have them ship it to the store free of charge or so it seems. That's how I have done it with the outdoor company near my house.
