yes the Ruger precision rifle is legal in CA. Because it is a bolt action it does not have the restrictions that a semi auto like a AR-15 has in the link you will see that there are no restrictions on bolt action rifles https://www.budsgunshop.com/catalog/feeds/state_reg/california_restrictions.pdf
