Jacob, it is due to the 11.5" Barrel (shorter than the Federal requirement of a 16" Barrel "with a Shoulder Stock). A non stock "Brace" instead of a "Stock" would make it non regulated. Details here : https://info.stagarms.com/blog/bid/385078/What-is-a-Short-Barreled-Rifle-and-How-do-I-Get-One
