Diego, no, it is not. It has too many restricted features such as threaded barrel/pistol grip/flash hider/over 10rd magazine etc to be compliant in CA. Details here under "Rifles" : https://www.budsgunshop.com/catalog/feeds/state_reg/california_restrictions.pdf
