Just add it to cart and proceed to checkout for a mock checkout. If it doesnt ask for a FFL, you're good. That's how i check sometimes. No commitment to buy until last page. And this will give you an exact answer. Some black powder require FFL, some don't.

It will ask you to select a FFL on page 1 of checkout if its required. If its not, it will just show your shipping address. I get BP guns right to my house 95% of the time and I'm in PA.

Generally muzzle loaders do not require and FFL. However there are exceptions. You can check via the Bud's check out system or ask your local FFL. State and local laws may also apply.
