My H&R wants to load 2 shells at a time from the loading tube/magazine when you rack the action. I have the same gun in 12 gauge and works great. Any advice?

Clean the behind the cartridge stop and see if it fixes it. It is not stopping the next cartridge from feeding. If it's not dirt then it's bent or broken.
