YES! this gun is California legal - Single Action revolvers don't fall under the Handgun Roster requirement: https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=PEN§ionNum=32100 "(2) Has an overall length measured parallel to the barrel of at least seven and one-half inches when the handle, frame or receiver, and barrel are assembled." This gun measures rough 10 in. from end to end, so it should qualify. The exception is mentioned at the top of the hand gun roster page as well.
