Nathan, I would get this information from a local FFL dealer Sir. They should be well versed in the legal process.

I believe the lower needs to be classified as a pistol or a rifle for each build. My belief is that if you use a rifle lower with a pistal build you have crossed into an illigal build. Now I'm not a lawer or in law inforcment but I think your playing with fire if you cross these up.
