it is a Single/ double action Hammer fired gun and yes you are correct the decocker lowers the hammer (decocks the hammer)
Hammer Fired Jim. The Omega trigger system that ships with the P-09 comes with the decocker installed; however it can be converted to a manual safety with the parts supplied by CZ. Allowing you further ergonomic customization is the use of the back strap system which includes a small, medium and large, allowing you to achieve incredible control and weapon handling.
