Ching, Sorry to say it has prohibited features such as pistol grip, telescoping stock, etc that can not be shipped to CA. You can see what is prohibited on BUDS catalog home page under "state restrictions" on left margin of page
No its not legal, unfortunately, pistol grip alone is a no go.
