No, its not fully supported.
No semi-auto does. They are "more" or "less" supported. The Colt 10mm is on the farther end of less supported. There generally are no issues firing 40 S&W power level rounds. True 10mm power levels will expose this weakness with case bulge, ruptures commonly referred to as "smiley faces". Ammo manufacturer Underwood Ammunition recognizes this and has a special category for Delta Elite ammunition (which is slightly downloaded from their "Full house" 10mm loads). The closer you get to True Full Support in a semi-auto the less reliable the firearm becomes. That's just the nature of the beast.
Nope, and people that regularly shoot full-power 10mm auto quickly learn that it's a really bad idea.
