Unissued means that it was originally purchased by the Detroit PD but was never issued/used by an officer. It is essentially unused.

Sometimes when a department orders guns, there are more produced than initially ordered, other times departments keep extras in case they're needed. Un-issued guns are almost always in better condition than guns that were used/holstered/fired.

it sat in storage but was never Issued to a officer IE a "new" used gun
