I just received these magazines and am surprised to see that they did not include any cutouts for determining how many rounds have been loaded into it. Is this the normal for these magazines?

Yes, the standard M&P 45 mags do not have cutouts.

Mark, unfortunately this is normal for the vast majority of the less expensive ProMag Magazines compared to most Factory Magazines.
