Adam, the P238 HDNI is built on an all stainless beavertail style frame as well with a nickel coating, custom blackwood grips with SIG medallion. My guess is it just simply has not been submitted for approval yet (CA requires models to be approved even though the only difference may be a color or grip difference, which is petty). This is the very reason of the lop sided removed pistols compared to the added pistols here : https://www.oag.ca.gov/sites/oag.ca.gov/files/pdfs/firearms/removed.pdf -- Compared to : https://www.oag.ca.gov/sites/oag.ca.gov/files/pdfs/firearms/recentlyadded.pdf
most likely nothing except sig being unwilling to pay the CA DOJ blackmail fee to be allowed to sell it in CA
