Both to the buyer. If you buy a gift card to pay for the second, that person can then have it sent in their name. Or you can do your transfer on both, then transfer the 2nd again to them (double fees). So a gift card for the second person may be best.

Legally, both to you. I will say that your FFL may play a big part in this question. Since they will do the background checks, and I'm assuming you'll be there for both guns, they may allow you to have a check done on you for one and them for the other. But Buds will ship both to your FFL in your name. You're better off contacting your FFL for this question.
