yes it can be AFTER doing the proper paperwork and getting the NFA tax stamp it would be simple for a good smith to cut the barrel and mount a sight

Yes it can. It would be some work retooling or replacing the barrel but, it is very possible. Just remember to do the appropriate paperwork and pay the $200 Tax Stamp to stay legal and off the Club Fed membership list.
