I am not sure if the steel one would be legal because they prohibit the Heritage guns by name " Prohibited: Cobra, Phoenix Arms, Heritage Arms, Walther rimfire pistols, GSG rimfire pistols, Hi-Point pistols and Jimenez Arms. When I found out that the steel framed Rough Rider could be sent to ILLinois, I found a distributor with one in stock and had it sent to my FFL.. A little more expensive, but came with the WMR cylinder.
