Since this was manufactured with a shoulder stock, you would need to pay a $200 Tax Stamp and register as a "SBS" Short Barrel Shotgun. It would have to never have been manufactured with a shoulder stock to have a 14" Barrel. And yes the tube to barrel lug would not permit this physically as well without modification.

it would be possible but not legal without a lot of paperwork and a $200.00 NFA tax stamp as a Short barrel shotgun BEFORE you change the barrel the tube would be close.
