Paul, no, it is not due to too many CA restricted features such as the HK Style Collapsible Buttstock, threaded barrel, Flash suppressor or flash hider, pistol grip etc. Details here under "Rifles" https://www.budsgunshop.com/catalog/feeds/state_reg/california_restrictions.pdf
