Edward, these have Primers, although dark colored ones which make the picture look like they don't have primers. This is loaded ready to fire ammunition.

I thought the same thing and i saw then in person at my local buds they are just black primers makes it look like they are missing.

Fiocchi primers according to the data sheets. Looks like some really good ballistic data as well.
