Richard - not CA compliant in this model. High Point does offer rifles that meet CA requirements. Buds has one here: https://www.budsgunshop.com/catalog/product_info.php/products_id/415005226/hi-point_carbine_9mm_luger
I am in NY and that is not NY compliant so I would guess the answer to that is no because California is more strict than NY
Sorry the pistol grip makes it illegal in CA " Semi-automatic centerfire rifles that do not have a fixed magazine, but have any one of the following features: o Pistol grip – a grip that protrudes conspicuously beneath the action of the firearm. o Thumbhole stock o Folding or telescoping stock o Grenade or flare launcher o Flash suppressor or flash hider o Foregrip – a grip that protrudes conspicuously beneath the barrel and in front of the action "https://www.budsgunshop.com/catalog/feeds/state_reg/california_restrictions.pdf
Richard, it is not in it's current configuration. You would need this for CA : https://www.guns.com/news/2018/07/26/hi-point-carbines-now-with-california-compliant-paddle-photos
