Anthony, unfortunately it has not been submitted for approval just yet. Cali does not make it easy. Shame.

The model X9301E is not one the CA approved handgun list. The XD9301 is on the list. The XD9301L was decertified effective 1/1/2019. Bases on that I would have to say the 9301E is not CA approved. I can not answer or speculate why CA would not approve this particular pistol.
