Why does this come with a factory crimp, and not have it in the picture. Is this good for5.56. Do they make a powder pass thru for rifle dies?

It is good for 5.56 and its a stock photo. And I don't think they do for rifles.

They do make powder thru expanders for rifle rounds,  unfortunately not for the .223/5.56. The photo is just a stock Lee die photo
