Bryan, I believe the problem is just with the magazine capacity since Draco pistols are on the handgun roster. I do not see any 10 round options available on Buds' for this gun but I would attempt to contact the FFL you intend to use and get their opinion on the matter. Perhaps they could just not transfer the magazine(s) to you or possibly pin them at 10 rounds for you.
