This is an early model and I see no reason its not okay to ship to California. Just don't add a suppressor or flash hider and it should be legal. Its only the models that will accept standard AK magazines that are illegal.

Again, this looks 100% legal for Cali, but you should still use the live chat or call 1-859-368-0371 to make sure Buds will ship it there. Sometimes even though the state will allow it, Buds may still refuse on their end. But this gun is legal for you in California.
